Where should I send my child to school? This is one of the most frequently asked questions we get at Tehilla. Learning about the educational system in Israel can be a formidable challenge. It is very different than chutz la'aretz and there is a certain amount of adjustment process that needs to take place. This section of the website will try to go through the various educational options (on all levels) with website links to the various schools.

Education Models
The educational system in Israel is subdivided into several parts, Mamlachti, Mamlachti Dati and Chinuch Atzmai (also known as Haredi). Each of the divisions have subdivisions.
The Mamlachti system (general public schools)
The Tali program is part of the Mamlachti system. (Tali has extra Jewish studies hours within the secular school system) The Tali school program may be appropriate for people from a Conservative background.
The Mamlachti Dati system (religious public schools) has several divisions:
Mamlachti Dati
Mamlachti Dati Torani - These schools are separated by gender and offer extra hours of limudei kodesh for a fee. Noam and Chorev fall into this category, Noam schools are influenced by the learning of Rav Kook, Chorev is influenced by the teachings of Rav Breuer and Rav Hirsch.
In the Junior High School and High School there exists the following:
Yeshivot Tichoniot (Yeshiva High School) many of which are dormitory schools, where the boys stay for scheduled Shabatot (every other week, once in three weeks, etc.)
Ulpanot (Equivalent to Yeshiva High School) many of which are dormitory schools.
Yeshivot Mikzoiot - the ORT school system, Kiryat Noar and Omaniot would fall into this category. In both Yeshivot Tichoniot and Ulpanot there is a stress on Jewish studies. These programs offer full Bagrut (high school comprehensive examinations, needed for university). Due to the variety of schools there are those who stress secular studies and those that stress Torah studies.
Most students who attend Yeshivot/Ulpanot participate in Army/National Service, whether it is Hesder Yeshivot or Torah Mechinot (one-two year intensive Torah study before Army). Girls participate in Sherut Leumi (National Service).
The Chinuch Atzmai system consists of:
- Bet Yaacov
- Talmud Torah/Cheder/Yeshivot Ketanot.
There is a strong emphasis on limudei kodesh in these programs.
Fees
The Mamlachti/Mamlachti Dati school system falls under mandatory free education, but in reality there are additional fees. These fees can vary within the Mamlachti dati system from 200 NIS - 600 NIS depending on how many hours are added to the school week. Noam and Chorev cost approximately 3000 - 5000 NIS a year, Yeshivot Tichoniot/Ulpanot range between 8000 - 13000 NIS a year. The Ministry of Education sees the importance in assisting olim absorb into school and into the Israel Chevra. From our experience at Tehilla, we advise meetings with school principals to see how open they are to the challenges of accepting new olim and to find out how many new olim are in the school. It is also important to find out if there are teachers who have been trained to deal with the special needs of new immigrants in the school.
As part of oleh rights, one is granted an "absorption basket for oleh pupils". This is financial assistance for Tiyulim (class trips), plays, books, etc.
Tutoring
A new oleh is entitled to tutoring by the school in Hebrew language, the child is taken out of class to be given these special lessons. The amount of time allotted to the oleh child is dependant on how many olim are in the school. One is eligible for tutoring for the first two years of aliya in elementary school and junior high school and during the four years in high school, if the oleh does at least three bagruiot.
A Tehilla service to be aware of is the Bnot Sherut tutoring program. Tehilla Bnot Sherut offer tutoring to Tehilla members who are new olim in elementary school. The Bnot Sherut will come to your house once a week to tutor your child in Hebrew and assist him/her with the homework assignments. What is Bagrut?
The Bagrut are high school matriculation exams. Generally it is given only in Hebrew. There is the possibility of special programs and special tests for new olim.
Ganim (= Kindergarten)
There is free gan educacation for Kindergarten. There is state education from ages 3-5 and they are neither mandatory or free. New olim pay only 10% of the cost of nursery school (Full fee is approximately 700 NIS, thus olim pay approximately 70 NIS. One signs up for Gan according to district, sign up usually begins around Tevet. Of course one can sign up even during the summer.
